The annual competition had been sponsored to compliment the Reading Rainbow program to inspire children to have a lifelong love of reading. The competition encouraged, challenged and rewarded children to write and illustrate their own picture books. The entries were submitted to the local stations for local judging. The winners at local level would then be submitted for national-level judging. After a few years, the number of entries that were submitted nationally had been increased to almost 40,000.〔(【引用サイトリンク】url=http://www.wned.org/Productions/ReadingRainbow/default.asp )〕〔(【引用サイトリンク】url=http://www.wviz.org/rainbow/1998/index.htm )〕 The number of participants continued to increase at the peak in 2007 with more than 50,000 entries.〔(【引用サイトリンク】url=http://www.aptv.org/rr/2007winners.asp )〕
